A federal judge last month ruled that North Korea is liable for the torture and death of Otto Warmbier, a University of Virginia student from Wyoming, Ohio.

Now, his parents Fred and Cindy Warmbier have a $500 million judgment against North Korea, something they call a “significant step” on their “mission to hold Kim liable for his actions.” But will North Korea actually pay for Otto Warmbier’s death?
